Pa-O party to assist junta party to canvass for votes

Pa-O National Organization (PNO), one of the political parties targeting votes in Shan State South, will reportedly cooperate with the regime backed Union Solidarity and Development Party (USDP) in canvassing for votes, according to local sources. The PNO plans to compete mainly in the Pa-O self-administered zone, as stipulated in the junta drawn 2008 constitution: Panglawng, Hopong and Hsihseng townships. But apart from the three townships, it was reportedly planning to field its candidates in constituencies in Taunggyi and Loilem Districts, where most Pa-O people live as well. In Shan State South, Pa-O has the second biggest population after the Shan.
At present, the PNO was reported to have decided not to compete in Taunggyi and Loilem districts, but it will help conduct campaigns for the USDP, according to residents in Loilem.

“The party said it will not contest in these areas anymore but it will assist the USDP to canvass for votes,” said an informed source. “Therefore, people who support their party will have to vote for the USDP party.”

A Pa-O youth who has close relations with the PNO also say that some PNO members in Taunggyi have already offered to become candidates for the USDP.

“Not only the PNO will help canvass votes for the USDP, some of their members have been nominated as USDP candidates to contest in Taunggyi,” he said.

Another Pa-O party: Union Pa-O National Organization (UPNO) had in 1990 won 3 seats in Panglawng and Hsihseng townships. But it has not applied for re-registration.

“The UPNO cannot participate in the upcoming elections, if the 1990 election results are not honored,” the Pa-O youth said.

Nevertheless, some elected MPs of UPNO have been invited to serve as patrons for the PNO, according to him.

The PNO office is based in Taunggyi, capital of Shan Staet. It is said to have 1,235 members. The chairman is Khun San Lwin. Aung Kham Hti, Co-Chairman of the junta-backed Union Solidarity and Development Association (USDA) in Shan State South and former head of the PNO is the party’s patron.

The PNO controls Special Region No. 6 in Shan State South and has been granted a number of business concessions from the military regime after it signed a ceasefire agreement with the military regime on 27 March 1991.

Besides the PNO and the USDP, parties that will contest in the South are: the Shan Nationalities Democratic Party (SNDP), Inn National Development Party (INDP), Lahu National Development Party (LNDP) and National Unity Party (NUP).
